Research into the Right to Buy within the Housing Revenue Account

This report explores issues around the Right to Buy policy including sales volumes, discount levels and the recycling of RTB receipts. It suggests how the policy can be made more sustainable for both council tenants who wish to buy and the local authorities who must maintain and manage remaining rented stock to a decent standard and house the statutorily homeless.
Research into the Right to Buy within the Housing Revenue Account is the second report from a three-topic research project that looks at the policy, financial and technical operation of the Housing Revenue Account (HRA), the source of funding for the management and maintenance of council-owned housing.
Savills Affordable Housing Consultancy was jointly appointed to carry out the research by the Local Government Association (LGA), the Association of Retained Council Housing (ARCH) and the National Federation of ALMOs (NFA).
