Regulating Consumer Standards: Learning from Pilot Inspections

The Social Housing (Regulation) Bill is close to becoming an Act of Parliament.  This will provide the Regulator of Social Housing (RSH) with new, proactive powers to regulate consumer standards in local authority housing.   Part of that regime will be a new inspection programme for consumer standards for all social housing providers.  The RSH has started a programme of pilot inspections across the county to test out their approach and to learn more about councils with and without ALMOs.

You will hear from Angela Holden, Assistant Director, Consumer Regulation at the Regulator of Social Housing as well as officers and board members from Eastbourne Borough Council and Eastbourne Homes as they discuss the issues that came up, the process tested and outline what is needed to get ready for inspection.

Councils with ALMOs will be regulated directly by the RSH for the homes they own but we believe the ALMO model itself will help provide the local authority with the governance, tenant engagement and the assurance necessary to show the regulator that they are meeting the required standards and are providing excellent services to tenants.  This free webinar is part of a package of work which the NFA has been carrying out to support members, tenants and their parent councils prepare for proactive regulation.  This includes the joint work we carried out with CWAG in publishing Excellence in Management and Partnership, a suite of documents and checklists to inform conversations between councils, their ALMOs and tenants about new legislation and forthcoming regulation, including how councils and tenants assure themselves that their ALMO is effective and well-run, that the resident voice is effectively listened to; and how that assurance can be given to the Regulator through the new regulatory regime.
