Analysis of Tenant Satisfaction Measures 2024-25 [council housing sector], Housemark
NFA-commissioned independent research
Independent analysis by housing data and insight specialists Housemark of the most recent full-year TSM data; it shows that, on average, councils that manage stock through an ALMO are performing better across almost all metrics than direct-delivery local authorities.
Findings from cost analysis across all Housemark’s 350 social housing landlord members also shows that on average, and taking all salaries into account, ALMOs do a better job for less money per unit than both direct council delivery and housing associations.
Later this month, the NFA will publish more detailed data analysis on ALMO costs that suggest this is now the most cost-effective of the three UK social housing delivery models.
