LGA, ARCH, NFA: Rent and Income Analysis
October 2022: This report explains that while capping council tenants’ rent increases in the 2023-24 financial year is essential for those hit hard by the cost of living crisis, it will also take significant capital out of council budgets that cannot be replaced. It will have an impact on the baseline for future increases that, experience suggests, will be ignored in future settlements, leaving the Housing Revenue Account permanently depleted.
LGA, ARCH, NFA: Rent and Income Analysis is the first report from a three-topic research project that looks at the policy, financial and technical operation of the Housing Revenue Account (HRA), the source of funding for the management and maintenance of council-owned housing.
Savills Affordable Housing Consultancy was jointly appointed to carry out the research by the Local Government Association (LGA), the Association of Retained Council Housing (ARCH) and the National Federation of ALMOs (NFA).
