Chloe, who joined the National Federation of ALMOs in 2007, began her career as a trainee housing officer and moved into housing finance policy with the London Housing Unit in 2000. Later she became head of affordable housing and investment at London Councils.

During her time at the NFA, she worked with members, government officials and the wider housing sector to support the ALMO movement and was a passionate advocate of the role that genuinely affordable social housing plays in a healthy national housing market.

In 2020, she won a place on the Women in Housing Leaders list.

NFA Managing Director Eamon McGoldrick said: “We were very proud that Chloe was given this very much deserved recognition of the difference her work has made over the years not only to our members and stakeholders, but also across the wider social housing sector.

“While we will very much miss her guiding hand here at the NFA, we are – yet again – extremely proud to see her moving on to a role where her talent and experience will be appreciated even more widely.

“For more than a decade, she has been the driving force behind the NFA’s work, influencing, lobbying and campaigning to make sure our members’ views were put in front of Government and influenced policy. I don’t doubt that she will make her mark at HQN and she goes to her new role with our warmest congratulations.”

She brings a deep understanding of how Westminster works from her previous roles with London Councils and the National Federation of ALMOs. That will make sure our members’ voices get listened to in a year of political upheaval.

“Chloe also has an acute awareness of what our members need to help them to deliver great services to residents in these difficult times. I have asked her to sharpen up our offer in the coming year. So, you will be hearing from her.

“Finally, Chloe is well respected by politicians of all sides, as well as DLUHC, the RSH and the Housing Ombudsman. That will help as we all pull together to deliver services to be proud of.”
