NFA 2025 Autumn Budget Submission
The NFA has provided a submission to the Autumn Budget process which will take place at the end of November 2025. This focuses on 4 key asks:
- Implementation of a Rent Convergence mechanism of at least £2/week from April 2026 for the life of the Rent Settlement
- Long-term commitment to the discounted Public Works Loan Board (PWLB) rate for HRA borrowing after March 2026 to enable more cost-effective borrowing for investment.
- The extension of the £2.5bn low-interest loans to local authorities to enable the building of new council homes.
- Recognition of the precarious position that many Housing Revenue Accounts are in, and a commitment in the Autumn Budget to undertaking a review of the options for the future sustainability of HRAs in the light of increasing legislative and regulatory requirements.
