How council tenants and landlords have fared through the pandemic. We report worrying signs that the pandemic has negatively affected tenants, with increased foodbank use, demand for hardship grants and discretionary housing payments. However, the combination of national COVID-19 measures (the £20 uplift and furlough) and local authority/ALMO support services has helped households to keep on top of their housing payments, with UC arrears remaining stable compared with 2020.
